CitaDel Defence CITADEL DEFENCE

Strength across every frontier.

CitaDel Defence advises manufacturers entering and scaling within India's defence and aerospace ecosystem — naval machinery, valves and sub-sea systems; ammunition and 155 mm programmes; aerospace tooling; and MRO and through-life asset management.

CitaDel Defence — Strength across every frontier. Air, Sea, Land.
The firm

Two capabilities that rarely sit under one roof.

CitaDel Defence was formed to close a specific gap. Indian manufacturers have the engineering. What they typically lack is the domain understanding — how requirements are framed, how platforms are actually operated and maintained, and how to engage credibly with the Service, the yards and the procurement chain.

Defence domain leadership

Co-founded by a former senior naval officer with deep experience in weapons systems and platform operations, and prior leadership of a Maharashtra-based naval defence organisation. Working familiarity with MoD, DRDO and DPSU structures, shipyards, and defence procurement frameworks.

Industrial & corporate reach

Built on Samvaad Partners' established relationships across Indian manufacturing — listed and unlisted companies in capital goods, precision engineering, fluid systems and allied sectors, at promoter and board level.

Capabilities II

Ammunition, aerospace and sustainment.

The second group extends beyond the naval platform — into ammunition and energetics, aerospace tooling and precision manufacture, and the sustainment market that now grows faster than new-build across every domain.

Ammunition systems & 155 mm programmes

Consortium assembly across the ammunition value chain — forged and machined shell bodies, filling and assembly, fuzes, propellant and packaging. Covers 155 mm artillery and mortar ammunition for Indian requirements and for NATO-standard and other export markets, where demand from allied inventories has outstripped domestic supply. Advisory spans standard and qualification pathway, partner and capacity mapping, and the Indian export authorisation route under which any such supply must be structured.

Explosives & energetics advisory

PESO licensing and Explosives Act compliance, site and magazine planning, storage and transport classification, and the approvals sequence for companies entering or expanding in energetics-adjacent manufacture.

MRO advisory

Maintenance, repair and overhaul across naval, aerospace and land platforms — MRO market entry and vendor qualification, repair scheme and component-overhaul development, spares and rotable pool structuring, DGAQA/DGQA and airworthiness pathways, and partnership routes with OEMs, DPSUs and established MRO operators. India's MRO market is among the fastest-growing segments in the sector, and the qualification barrier is precisely where advisory earns its keep.

Aerospace tooling & precision manufacturing

Assembly jigs and fixtures, drill jigs and contour templates, engine and MRO tooling, ground support equipment, and precision machined and flying parts. Advisory on OEM and Tier-1 qualification — EN/AS 9100, NADCAP, DGAQA, first-article and metrology regimes — plus offset and transfer-of-technology routes into global aerospace supply chains.

In focus

Through-life asset management for defence platforms.

A platform's cost sits mostly after delivery. Availability, not acquisition, is what the operator is judged on — and that shifts the commercial opportunity from one-time supply toward monitoring, maintenance and lifecycle support.

For operators and yards

Maintenance philosophy and periodicity review; criticality and failure-mode assessment; refit and overhaul scoping and work-package definition; spares provisioning and obsolescence management; documentation and configuration control.

For technology providers

Translating sensing and monitoring capability into the language of the user — what is measured, why it matters operationally, how it changes maintenance decisions, and how it is evaluated, trialled and accepted across ships, aircraft and land systems.

The gap we close

Condition-monitoring and IoT providers frequently build strong yard relationships yet remain distant from the officers who own availability and set maintenance policy. That distance is where adoption stalls. CitaDel brings the user-side perspective — and the engagement — that converts a proven product into a programme.

STAGE 01

Assess

Platform, system and equipment baseline; existing maintenance regime; where failures and downtime actually originate.

STAGE 02

Frame

Define the operational case — availability, manpower, refit duration, spares cost — in terms the user and the yard recognise.

STAGE 03

Engage

Structured presentation and demonstration to the relevant authorities; trial design; feedback capture and specification alignment.

STAGE 04

Scale

Fleet-wide rollout planning, support architecture, spares and service model, and the commercial structure to sustain it.

The case

Domain credibility is the scarce input.

Most advisory in this sector is either technical without access, or connected without technical depth. CitaDel is built to be neither.

Domain expertise, first-hand

  • Weapons and platform systemsOperated and maintained, not merely studied.
  • Organisational experiencePrior leadership of a naval defence organisation, with working knowledge of how requirements move through the system.
  • Procurement literacyDAP frameworks, indigenisation categories, qualification and acceptance regimes, DPSU and shipyard vendor processes.

Industry access, already built

  • Promoter-level relationshipsAcross Indian manufacturing, through Samvaad Partners.
  • Capital-markets fluencyFor clients where defence entry is also an equity story.
  • Partner and funding networksFor consortium formation and technology partnerships.

How we work

Small, senior and accountable. Every mandate is run by the principals, not delegated — and all engagement is conducted within applicable regulatory and integrity frameworks.

Engagement

How mandates are structured.

ModelApplies to
Monthly retainerOngoing advisory, market entry programmes and sustained engagement support.
Project feeDefined-scope project management, asset management studies and qualification programmes.
Success feeOrder closure, partnership formation and technology transfer outcomes.
Consortium & fundingConsortium assembly, principal introductions and capital raising support.

A note on compliance. Ammunition, energetics and export-controlled supply are advised strictly within Indian licensing and export-control frameworks — PESO and the Explosives Act, DDP authorisation, DGFT/SCOMET and end-user certification. We structure the route; we do not shortcut it.

Leadership

The principals who run every mandate.

CitaDel is deliberately small. Both founders are on every engagement — the domain side and the industry side, in the same room as the client.
